Guidelines provides a checklist for facilities -- mandatory as well as desirable -- that a B&B must offer in order to be approved. An applicant needs to first study this list thoroughly and check which facilitieshe/she is able to actually provide.The Regional Classification Committee assigns the appropriate star category to a B&B after checking and grading the quality of services and facilities proposed to be offered. Once applicants obtain approval, they must continually fulfill their obligations and abide by some restrictions, as laid down by the Delhi Government, to ensure they remain on the right side of
law:Dos
* Maintaining a register and/or electronic records (in the format prescribed by the Guidelines in Form F) giving detailed particulars of guests
* Keeping the register as well as premises available for inspection by competent authorities at all times.
* Sending information of guests to the municipal body and local police authorities on the 15th and last day of every month.
* Submitting details of guests from abroad to the Foreigners Registration Officer of the District within 24 hours of such a guest checking in.
* Obtaining police verification of all employees working in the B&B.
* Maintaining the B&B at optimal standards of cleanliness and fit for habitation at all times.
* Complying with all local rules and regulations for health, hygiene and fire safety.
* Informing guests in advance (before confirming heir booking) of facilities offered in the B&B, types of rooms, ratescharged, time of opening and closing of the B&B, etc.
* Displaying relevant details such as the B&B's Certificate of Registration, food offered, ist of guests staying, schedule of charges, names of staff, check-in and check-out times, etc. at a conspicuous place on the premises.
* Informing the competent authorities within a week of changes, if any, in ownership and/or facilities offered at the B&B as approved at the time of its registration
Don'ts
* Maintaining a front office on the premises
* Providing meals other than breakfast.
* Carrying out/allowing the carrying out of any commercial activity from the premises, such as selling handicrafts, tour and travel pack- ages, sight-seeing offers, etc.
* Indulging in /allowing activities that adversely affects neighbours' privacy and rights of residents of the locality.
* Misrepresentation of information pertaining to the establishment.
* Indulging in any manner of touting activity.
* To encourage house owners to open up B&Bs, the Government of Delhi is lending its maximum support for their e-marketing by publish- ing details of registered premises on official tourism websites and tourist information centres operated by Delhi Tourism and Transportation Development Corporation. These details are easily accessible by travel agents, tour operators, air- lines, state tourism corporations and of course, tourists.The Government further seeks to protect owners' rights by also having specified rules to be complied by B&B guests, such as:
* Guests are obliged to disclose their correct particulars in the B&B records.
* Guests are not to indulge in any disorderly activity that may adversely affect the rights of other residents in the B&B.
* Guests to be held responsible for the repair of damage through any wilful or negligent act caused by them/any person permitted by them on the B&B premises, but not for damage through normal wear and tear.
* Guests are not to run separate kitchens in the B&B.
* Guests are to cooperate fully with the B&B's rules and pay charges on time.
* Guests are not permitted to allow any other person to stay in the B&B overnight.
Since room rates have not been fixed by the Government, owners can determine tariffs they feel are appropriate for their B&Bs, depending on factors such as amenities offered and proximity to commercial and tourist hubs. To promote the B&B concept on a bigger scale, the Government of Delhi exempts B&Bs from levy of luxury tax and value- added tax. Moreover, a B&B is not treated as a commercial unit; hence, power and water tariffs will be levied at rates as applicable to domes- tic or residential useFurther, property tax as applicable to residential tenanted premises with respect to the portion let out to guests is restricted only to the period of occupancy thereof, fully or partly as the case may be. Given these benefits, a well-executed B&B can be a great way of supplementing personal income and interacting with other cultures right at one's home.
MUST HAVES
* Minimum floor area for rooms to be let out (Silver -120 square feet; Gold – 200 square feet; Gold – 40 square feet)
* Minimum floor area for bathroom (Silver – 30 square feet; Gold – 40 square feet)
* An attached bathroom for every bedroom equipped with western-style toilets, 24-hours running hot and cold water aswell as mineral drinking water
* Air-conditioning, heating and Internet Connection
* Dining area serving fresh breakfast in clean crockery
* Garbage disposal and sewage facilities in accordance with the local municipal laws
